About us
We are acting as an entrusted public partner since 2012.
In 2012, the State of Luxembourg and the Chamber of Commerce decided to provide the country with an Economic Interest Group having the mission to set sensitive IT infrastructures as well as securing and verifying the digital signatures into the national identity documents. INCERT was born with a pool of experts in cryptography and cybersecurity.
Ten years later, INCERT is running business projects on four continents, dealing with public authorities, major international companies and organizations. With a never-ending objective to create assets for securing the digital society, we are now offering a whole ecosystem of services and solutions providing long term answers to moving challenges.
With our highly skilled team of security professionals and our management organization we established long-lasting relationships with public and private stakeholders throughout the years, helping them to protect and ensure authenticity of information.

CRYPTOGRAPHY
Traceability of objects
INCERT is managing complete technical infrastructures combining software and hardware algorithms for the issuance of Unique Identifiers (UIDs), printed on tobacco products, sold in Luxembourg and Belgium.

Historical Missions
PKI
(PUBLIC KEY INFRASTRUCTURE)
One of INCERT’s key differentiators is the knowledge in PKI, an IT management system issuing, verifying, and revoking digital certificates. INCERT set up and is managing the PKI infrastructure necessary for the creation of travel and identity documents in Luxembourg, where cryptographic keys are exchanged and through which authorities can detect fraudulent foreign documents. As such, INCERT is today a leading partner to the State of Luxembourg for the PKI aspects to the travelling documents.
REPRESENTATION IN INTERNATIONAL ORGANIZATIONS
We are defending Luxembourg’s interests by actively contributing as members of various international organizations, such as:
ISO – (International Standardization Organization) Some of INCERT team members are actively participating in the development of new standards on information security, cybersecurity, and privacy protection.
ICAO – (International Civil Aviation Organization) Official Luxembourg delegate to the ICAO Public Key Directory and to the Traveler Advisory Group.
IATA – (International Air Transport Association) Official Luxembourg representative to the Control Authorities Working Group.
European Commission – Official Luxembourg representative to the Article 6 Committee responsible for defining technical specifications applying to ID documents.
UNECE – (United Nations Economic Commission for Europe) Official Luxembourg representative to the Working Party 29 in charge of the harmonization of vehicle regulations.
